The 29-year-old midfielder is due to serve a 12-match ban at the start of the season.
The loan deal is expected to be finalised over the weekend.
However, it is understood that QPR have not yet agreed a final deal on how Barton's wages would be paid.
Barton played 45 minutes of Fleetwood's friendly with Kilmarnock on Tuesday and is now hopeful of playing against Tranmere in Saturday's friendly.
