The USA international forward has been the subject of attention from the Anfield side for much of the summer.
Liverpool manager Brendan Rodgers made his interest public at a press conference in July but no formal bid has been presented for the 29-year-old.
Dempsey was not in Fulham's squad that defeated Norwich City 5-0 in their opening game of the season. He has again been dropped from the group that will travel to Old Trafford to face Manchester United this weekend.
The Premier League said: 'The Premier League has received a complaint from Fulham FC regarding certain comments made by Liverpool FC officials and is currently looking into the matter.'
Dempsey scored 17 goals for the London side last season.
