The 24-year-old agreed a four-year deal with the Goodison Park side.
Mirallas scored 20 goals in 25 league appearances in the Greek Super League last season and can play either as a shadow striker or on either wing.
The former Standard Liege, St Etienne and Lille front man, who will wear the No 11 shirt for his new club, has been capped 28 times and scored five goals for his country.
Mirallas said: 'I am very happy because Everton is a big club and for me it's a very good opportunity.
'I know this is a great club with great supporters and a club that has the ability win a lot of games in the Premier League. That's why I came.'
