The club said the 31-year-old midfielder will return to training after the international break and will miss England's friendly against Italy and the World Cup qualifiers with Moldova on September 7 and Ukraine four days later.
The midfielder missed Tottenham's final four Premier League matches with an Achilles injury but still played for England at last summer's European Championship.
